With red and black the work will be complete.

Traditionally ‘whero’ signifies chiefs/leaders and ‘pango’ the community/workers. It acknowledges the need for both to work together in order to complete the work.

We are the engineering and technical standards body which enables Heritage Rail Vehicles to operate on the National Rail Network in a safe way, with continuous improvement always taking place.

Mandate

HTC is mandated by, and has its Terms of Reference set by, APIS 11 (formerly NRSS 11)

Professional relationships

New Zealand is fortunate to have a productive relationship between:

-FRONZ the operating groups’ collective body.

-Waka Kotahi (NZTA) the regulator.

-KiwiRail the access provider.

Each of the above organisations provide signifiant annual financial sponsorship to HTC to enable the ‘mainline magic’ happen safely on the New Zealand National Network.

What does HTC do?

  • Maintains the mechanical codes and standards required for Heritage vehicles to operate on the National Network.

  • Funds and facilitates a group of Professional Engineers to ensure continuous improvement of safety standards.

  • Funds and maintains a National Database of Heritage vehicle records and usage which is made available to all stakeholders (Fleetio).

  • Funds and maintains an online system for record keeping of discussions on Heritage engineering issues (Slack).

  • Considers and endorses restoration plans, change proposals, and vehicle registration applications from Heritage operators.

  • Funds and facilitates workshops, training, and professional development events to build capacity within the Heritage Sector.

  • Works collaboratively with Waka Kotahi and KiwiRail to always ‘lift our game’ for safer Heritage operations.
